He authorized the work, along with the possibility of safety valve replacement, in writing, before I began. I reluctantly did what he asked; “repair the water heater as cheap as possible, as the home is for sale”. AFTER completing what was agreed upon in writing beforehand, and after I put almost four hours of my time into repairing his heater he stated that the charges that he approved were “excessive”, and wanted a refund or he would post a bad review.
